A seminar on "Ethical conduct in civil service, corruption risks and legal liability" was held at the Audiovisual Council
In accordance with the "National Action Plan for Strengthening the Fight against Corruption for 2022-2026" approved by the Decree of the President of the Republic of Azerbaijan dated April 04, 2022 a seminar on "Ethical conduct in civil service, corruption risks and legal liability" was organized on December 25, 2025 for the staff of the Audiovisual Council of the Republic of Azerbaijan.
Opening the seminar, Fazil Novruzov, the Head of the Office of the Audiovisual Council, stated that being a civil servant is not merely a profession, but also a position of significant public trust and responsibility. It was noted that public trust in state institutions is directly shaped by the behavior, decisions, and respect for the rule of law demonstrated by civil servants. Accordingly, combating corruption, adhering to ethical standards, and ensuring legal accountability were highlighted as matters of particular importance.
Next, Aykhan Sadigly, chief adviser of the Department of the Law and International Cooperation of the Audiovisual Council, gave a comprehensive presentation on the topic. He provided detailed information on the provisions enshrined in the Laws of the Republic of Azerbaijan "On Civil Service", "On rules of ethical conduct of civil servants", and "On Combating Corruption" and emphasized the importance of compliance with ethical standards by civil servants.
It was also noted that failure to comply with these requirements may result in disciplinary, administrative and criminal liability. During the seminar, conflicts of interest, corruption-related offences and offences that create conditions for corruption as well as ethical standards expected of civil servants were explained through practical case studies.
