The Azerbaijani delegation participated in the 12th Meeting of the Black Sea Broadcasting Regulatory Authorities Forum (BRAF)

 

The delegation, led by Ismat Sattarov, Chairman of the Audiovisual Council of the Republic of Azerbaijan, participated in the 12th Meeting of the Black Sea Broadcasting Regulatory Authorities Forum (BRAF) of the member countries of the Black Sea Economic Cooperation Organization (BSEC).

The event, held in Vlora, Albania, on 16-18 September 2025, was dedicated to the theme "Hate Speech and Freedom of Information on Audiovisual and Online Media Platforms". Opening speeches were delivered by Ms. Armela Krasniqi, Chair of the Albanian Audiovisual Media Authority (AMA), Ms. Deniz Güçer, Secretary General of BRAF, and Ms. Merve Sefa Kavakchı, First Deputy Secretary General of the BSEC.

Two panel sessions were organized within the meeting on the following topics: "Hate speech and freedom of information in audiovisual media: Ethical guidelines and legal frameworks for balancing freedom of information and public safety" and "Hate speech and freedom of information on online media platforms: Public awareness campaigns on regulating online media content and international cooperation".

Speaking at the first panel, Ismat Sattarov stated that hate speech and discrimination on the basis of religion, race or gender are prohibited by law in Azerbaijan. He also provided detailed information about the work carried out by the Audiovisual Council in this regard.

Hashim Alimammadzade, the adviser to the Chair, who also participated in the meeting, spoke about the recent changes in the media sphere in Azerbaijan.

At the conclusion of the event, it was agreed to hold the next BRAF meeting in Bulgaria. It should be noted that the 11th Meeting of BRAF was hosted by the Audiovisual Council in Baku on 14-16 April 2025.
