The 63rd Meeting of the European Platform of Regulatory Authorities (EPRA) held in Albania

On May 20-22, 2026 EPRA held its 63rd Meeting in Tirana, Albania. The Meeting brought together authorized representatives of 46 regulatory authorities from 42 countries, as well as representatives from media institutions of the European Commission, the Council of Europe, the OSCE, as well as the European Audiovisual Observatory. Hosted by Albania’s Audiovisual Media Authority (AMA), the meeting marked the first EPRA event organized in Albania.

The Audiovisual Council of the Republic of Azerbaijan was represented at the Meeting by Fazil Novruzov, Head of the Office, and Hashim Alimammadzade, assistant to the Chair.
 
The meeting primarily focused on addressing the current challenges facing the media market, as well as on possible mechanisms for further improvement of the legal framework and harmonization with international standards in the context of ongoing global developments.

Opening the Meeting, EPRA Chair Stephanie Comey emphasized the neutral and non-political nature of the Platform. AMA’s Chairperson Armela Krasniqi, in turn, gave a presentation on recent developments and trends in Albania’s media sector.

During the interactive session titled “Making content available for all audiences”, the focus was on ensuring the accessibility of audiovisual media services for persons with disabilities, and participants were introduced to the regulatory experiences of Spain (CNMC), Bulgaria (CEM) and Lithuania (RTCL). Representatives from “Netflix” and the European Disability Forum (EDF) participated in the session, exchanging views on how to enhance accessibility and overcome barriers on digital platforms.

The second day of the Meeting focused on the topic “Classifying services in a fast-changing media market”. Roundtable discussions within this framework covered the legal regulation and licensing of new and hybrid media services, as well as the challenges facing modern media regulation.

At the conclusion of the meeting, participants were informed that the next, 64th EPRA Meeting would take place in Dublin in October this year at the invitation of Ireland’s regulatory authority.
