Audiovisual Council of the Republic of Azerbaijan

The meeting of National Television and Radio Council was held.

The meeting of National Television and Radio Council has been held on November 12, 2021. Several issues were discussed at the meeting and appropriate decisions were made.

Based on the appeal of the "Independent Television and Radio Company Antenn", the issue of changing the frequency of broadcasting of "Radio Antenn" programs in Baku city and on the Absheron Peninsula was considered. As a result of the joint monitoring conducted by the technical supervision department of the Council, the State Administration on Radio Frequencies and "Radio-Television Broadcasting and Satellite Communication" Production Union ("Teleradio"), the members of the Council decided to change the broadcasting frequency of "Radio Antenn" from 101.0 MHz to 101.1 MHz on the territory of Baku city and the Absheron Peninsula from November 22, 2021.

During the meeting, the appeal of "Radio-Television Broadcasting and Satellite Communications" Production Union ("Teleradio") was considered and a decision on transfer of free-to-air television channels package (social package) from the 53rd TV channel to 37th TV channel transmitted from Lankaran Radio-Television Broadcasting Station.

Applications for a cable network broadcaster license were also considered at the meeting. By the relevant decisions of the Council a license for a cable network broadcaster with more than 5,000 subscribers (transmission method: terrestrial-cable) was issued to "Azeri Global Service" CJSC, and licenses for a cable network broadcaster with up to 5,000 subscribers (transmission method: internet or İP) were issued to "Sevenline" LLC and "ITTNET" LLC.

At the meeting issues related to the activities of cable (IPTV) operators, the organization of licensed retransmission of foreign television channels were also widely discussed. It was noted that as a result of meetings and official correspondence carried out by the Council over the past year, copies of contracts signed by majority cable (IPTV) operators with retransmitted foreign channels (or their official agents) were provided to the Council. Some operators have received a final warning for non-compliance with this requirement of the legislation, and an administrative protocol on "Sham" LLC (Smart TV Plus) has been drawn up and sent to the relevant court.

At the meeting, it was discussed that some operators do not broadcast at all, and in accordance with Article 23.2.7 of the Law of the Republic of Azerbaijan "On Television and Radio Broadcasting" it was decided to revoke the licenses issued to these cable network broadcasters ("Digicom" LLC, "Mobile Broadcasting Systems" LLC, "Pluton Satellite" LLC, "Caspel" LLC, "Avir TV" LLC, "MNS Services" LLC).
