The decision to cancel administrative protocol drawn by the Audiovisual Council was revoked by the Court of Appeal, and a fine was imposed on "Teleport" LLC

According to the Law of the Republic of Azerbaijan “On Media”, multiplex and platform operators licensed in the Republic of Azerbaijan may retransmit foreign television channels only provided that they submit to the Audiovisual Council the relevant documents granting such rights (contract, agreement, authorization, license, etc.). From the end of 2024 to March 2025, experts from the Audiovisual Council reviewed the documents submitted by operators as well as examined the content of their retransmission packages and conducted relevant monitoring.

As a result of the monitoring, administrative violation protocols were drawn in relation to 20 operators and submitted to the relevant courts. Based on court decisions each operator was fined 5000 AZN.

Only by the decision of the Nasimi District Court dated March 12, 2025 the protocol drawn by the Audiovisual Council in respect of “Teleport” LLC was cancelled. The Audiovisual Council then appealed to the Baku Court of Appeal. By the decision of the Baku Court of Appeal dated April 24, 2025 the decision of the first instance court was revoked and a fine of 5000 AZN was imposed on "Teleport" LLC. This decision is final and cannot be appealed.

The Audiovisual Council once again reminds operators that foreign television channels included in their retransmission packages offered to the public may only be retransmitted if there is a valid document granting such rights. Regular monitoring will be carried out in this respect and the results will be made public.
