Organization of Islamic Cooperation Broadcasting Regulatory Authorities Forum (IBRAF)

 

The IBRAF (Islamic Broadcasting Regulatory Authorities Forum) is an international organization comprised of television and radio broadcasting regulatory authorities of member states of the Organization of Islamic Cooperation (OIC). IBRAF aims to expand dialogue and cooperation among Islamic countries' broadcasting regulatory authorities and exchange ideas and experiences.

The main functions and objectives of IBRAF are as follows:

  • To promote dialogue and cooperation between broadcasting regulators;
  • To provide a forum for the exchange of information, views, and experiences on common issues in broadcasting;
  • To provide a forum for discussion on a wide variety of audiovisual matters.

The project to establish IBRAF was first proposed in 2010 at a meeting held in Jeddah, Saudi Arabia, among Dr. Davut Dursun, former chair of the Radio and Television Supreme Council of Türkiye (RTÜK), Dr. Hamit Ersoy, head of the RTÜK's international relations department, and Dr. Ekmeleddin İhsanoğlu, the former Secretary General of the OIC. At the meeting, an action plan for the project was approved for submission to the OIC Standing Committee on Information and Cultural Affairs (COMIAC). COMIAC subsequently adopted this project at its meeting in Dakar, Senegal, on October 11-13, 2010. The kickoff Meeting took place on November 17-18, 2011 in Istanbul, Türkiye, and established IBRAF by issuing the Joint Declaration.

IBRAF became a legal entity at the session of the Islamic Conference of Information Ministers (ICIM) with the support of information ministers from 57 member countries held in Libreville, Gabon, from April 17-20, 2012.

IBRAF Charter was adopted at the second founding meeting held on October 2-3, 2012 in Jeddah. According to the Charter, which came into force on January 1, 2013 the IBRAF Permanent Secretariat was organized in Ankara, Türkiye.

Since 2011, the Audiovisual Council of the Republic of Azerbaijan has been a founding member of IBRAF.

IBRAF membership is open to national broadcasting regulatory authorities or public organizations with similar functions in OIC member states.
