Allocation of radiofrequencies for terrestrial broadcasting

According to Article 35.3 of the Law of the Republic of Azerbaijan "On Media" the Audiovisual Council of the Republic of Azerbaijan organizes the use of radiofrequencies and transmission capacities suitable for nationwide and regional terrestrial broadcasting. Radiofrequencies for terrestrial television and radio broadcasting, as well as for multiplex operator services (paid terrestrial retransmission), are allocated from the relevant range in accordance with the decision of the Audiovisual Council of the Republic of Azerbaijan. Only usable free radio frequencies (TV transmission channels) from the decimetre range are allocated for terrestrial television broadcasting and retransmission services, and several television channels (4-12, depending on the SD or HD format) are transmitted in a package on each TV transmission channel.

 

The allocation of a TV transmission channel primarily takes into account the efficient use of radiofrequencies, the degree of mutual interference, and the use of TV transmission channels by neighboring countries in border areas. Prior to the allocation of radiofrequencies, the State Radio Frequencies Administration, upon the request of the Audiovisual Council, carries out the relevant monitoring and coordination with foreign states. Following this, the Audiovisual Council determines the radiation power in order to select the correct power ratings for television transmitters. Selecting the correct power allows for minimising mutual interference and ensuring electromagnetic compatibility.

 

Radiofrequencies for analog FM radio broadcasting and DAB+ digital radio broadcasting are allocated from the meter range, on the same principles.

 

Due to the limited radiofrequency resources, radiofrequencies for paid terrestrial retransmission services (TV transmission channels) are allocated through a competition announced by the Audiovisual Council, with the exception of the allocation of radiofrequencies for free-to-air digital terrestrial television and radio broadcasting services.
